As the death penalty is not a deterrent to capital crimes such as being a drug lord cause they live under the fear of death every minute of every day – and that DWI laws are not a deterrent to DWI – and that domestic violence laws don’t cut down on slobs smacking their kids or spouses – and that lying was un-outlawed by the supreme court cause politicians were unable to tell the truth in campaigns – Mickey thinks that this law would stop philandering. I don’t think so.
Perhaps no one has told Mike that there is a level of dissatisfaction with his and Gigi's and Shirley's behavior the past few sessions. Maybe he is oblivious to the fact that his neighbors think he should do something formative while he is in Olympia. Gigi sponsored another bill wanting to mandate "values" be taught in the schools. I can only envision that since she co-sponsored Mikes bill that we would see a scenario like this at Curtis next year:

In this case, Pete had agreed to take Mary to the Prom but Mary went with John instead cause he was less inhibited than Pete. Pete got mad, cried to his mom, who told the principal who fined John for breaking up the relationship of Pete and Mary. The 35 cents was deposited in the milk fund.

Mike (with cosponsor Gigi) has proposed that the third party in an adulterous relationship, which ultimately leads to the breakup or heartache of the other spouse, is liable for financial damages. "What does it mean to be married if the contract has no liability for being broken?" This means, as in Beth’s example, that Monica would owe Hillary.
Bill would be left off the hook cause there is already a law under which he could face civil damages. That is the divorce law.

Most everyone else in Olympia think that Mike is a "nut" when it comes to this bill. But heck, there apparently isn’t any real work going on down there anyway like 695 or the house bill that would make it a crime equal to horse rustling to steal a goat.
